Agenda
What this session covers.
THE PREMISE
Every structured invoice is a tax data point the state no longer has to request.
e-invoicing turns transactions into verified data.
That data is the foundation for every block that follows.
Where the UAE stands
e-invoicing is the first block, and it is already in motion.
The UAE has mandated structured e-invoicing for B2B and B2G transactions under Ministerial Decision No. 244 of 2025, as amended, delivered through a Peppol-based model operated by accredited service providers.
Once the mandate is live, the state receives transaction data in a standard, machine-readable format. That makes every other block on the road possible.
The question is no longer whether to automate, but in what order.
The road to a real time economy
Thirteen building blocks, added in sequence. Each completed combination unlocks a new automated capability.
Economy
How the road works
Blocks, combinations and one destination.
BLOCKS
Thirteen blocks
Each block is a national system that produces, checks or stores one kind of tax data.
COMBINATIONS
Four combinations
When the required blocks are in place, a calculation runs automatically.
DESTINATION
One destination
When all thirteen blocks run together, tax is calculated as transactions happen.
THE FOUR COMBINATIONSSelect a card to open its slide.
Block 3, the data warehouse, sits in every combination.
It is the block everything else depends on.
Row one: the data foundation
Six blocks that turn invoices into usable tax data. Together they unlock Automated CIT calculation.
Row two: coverage and control
Seven blocks that close the gaps e-invoicing leaves open, then protect the whole system.
Select an unlock card to see which blocks it needs.
The real time economy
Taxes are calculated from transaction data as it happens.
Economy
THE CLOSING LAYER: BLOCK 13, ANTIFRAUD
Automation must not open new room for fraud. AntiFraud watches every connected source, so the faster the system runs, the earlier suspicious patterns surface.
Why Clever Science
{One-line positioning, once the proof points below are confirmed.}
The whole road
One architecture from the first invoice to the real time economy.
Since 2001
Platform in continuous development and operation. {Confirm: Clever Science, unifiedpost or Banqup Group.}
ISO 27001 and 22301
ISO 27001:2022 information security, ISO 22301:2019 business continuity. {Confirm which entity holds them.}
{Platform and e-invoicing infrastructure line; confirm unifiedpost or Banqup Group naming.}
{Optional fourth credential, or remove this row.}
Direct integration with Serbia’s SEF national e-invoicing system. {Confirm Clever Science can claim it.}
{Confirm whether Clever Science has a UAE entity; otherwise remove.}
Banqup Group builds e-invoicing systems for governments across Europe.
Working together
A phased path along the road, with each step agreed before the next begins.
Discover
- Joint workshop with the three ministries
- Map which blocks exist today and who owns them
- Agree the first combination to complete
First capability
- Complete one combination end to end {suggest CIT: 1 + 3 + 6}
- Measured against agreed outcomes
- Live reference for other institutions
Extend
- Add the row-two blocks; unlock VAT and Excise
- Data-sharing and governance model
- Agreed between the institutions involved
Real time economy
- Archive and AntiFraud across every connected source
- Every combination running together
- Joint governance of the road
PROPOSED NEXT STEP
A joint discovery workshop.
One working session with the relevant ministries and Clever Science. We map which blocks already exist, agree the first combination to complete and select the pilot ministry.
Ready to take the next step? Send us your preferred dates and we will arrange the session.
Thank you.
